The Alabama Firefighter's Personnel Standards and Education Committee was established by Alabama Law

and is made up of seven appointed members. The Governor appoints four members. The Alabama Firefighter's Association

and the Professional Fire Fighters of Alabama each appoint one member. The State Fire Marshal serves as a member by virtue

of his position.

As established by Law this commission certifies individual firefighters meeting the standards established, as well as training and

education programs for the fire service in Alabama.

Chairman

Alberto "Butch" Zaragoza was appointed by the Governor in 1999. He joined Vestavia Hills Fire Dept. in 1969 and has risen through the ranks to his current position of Chief.

Vice Chairman

Dr. David Boyd was appointed by the Governor in 2004. Assistant Chief Boyd joined the Anniston Fire Dept. in 1982. Assistant Chief Boyd also teaches for the U.S. Homeland Security's Center for Domestic Preparedness in Anniston. He has a PhD from Covington Theological Seminary.

Bill Bullman was appointed by the Alabama Firefighters Association in May 2006. Chief Bullman has been a Board Member for 35 with the AFA, with the City of Fairhope Fire Dept for 37 years and served on the Joint Fire Council for 20 years. Chairman Bullman is the director of the State National Volunteer Fire Council.

Ralph Cobb was appointed by the Governor in 2005. Presently serving as Chief for the Madison Fire and Rescue, Chief Cobb began his service as a volunteer firefighter in 1981. Chief Cobb holds a Master of Education from Auburn University and is a graduate of the NFA's Executive Fire officer program.

Dwight Graves was appointed by the Governor in 2005. He has served in the Fire Service since 1987 and is currently with Homewood Fire Dept. as a firefighter/paramedic. Dwight has a BS Degree in Homeland Security/public Saftey and is Board Certified in Homeland Security.

Edward Paulk currently serves by virtue of his office as Alabama State Fire marshal. Mr. Paulk has been in the Fire Marshal's Office for 22 years and was appointed in April 2003 to serve on the commission. State Fire Marshal appointed by State Legislation.

Roger Dale Wyatt the representative of the Professional Fire Fighters Association, began his appointment in January 2007. Roger has worked for Birmingham Fire and Rescue since 1991. He is also the Vice President of Firefighters Local 117 and a member of the Joint Fire Council. Roger holds degrees in Public Safety Administration and Fire Science.
